A Dubai restaurant license is a multi-regulator setup — the DET mainland trade license is just the starting point. To legally operate a restaurant, cafe, cafeteria, cloud kitchen, food truck, or food trading business in Dubai you also need Dubai Municipality Food Safety Department approval, Civil Defence fire and safety NOC, food safety inspection clearance, food handler training certification for staff, and (for premises serving customers) a sign permit and tenancy compliance check. The process runs in parallel: trade license activity (restaurant, cafeteria, food and beverages preparation, food trading), DET initial approval, Ejari for a Municipality-compliant location with proper kitchen ventilation and zoning, fit-out approval, Civil Defence inspection, food safety inspection, food handler training (Person In Charge certification), and final operating permit. Cloud kitchens and food trucks follow modified versions of this path. Selling alcohol requires DTCM tourism dispensation and Dubai Police liquor licensing — a separate track typically used by hotels and approved restaurants.

Several Dubai operators offer shared cloud kitchen facilities with much of the Municipality compliance pre-approved.

Do I need separate licensing to serve alcohol?

Yes. Alcohol service requires a separate Dubai Police liquor licence for the premises and DTCM tourism dispensation. Historically this was limited to hotels and tourism-zoned restaurants; recent reforms have expanded eligibility to standalone restaurants in specific areas with appropriate concept and capacity. Alcohol licensing is a separate workstream — we coordinate where the concept supports it.

What zoning rules apply to Dubai restaurants?

Restaurants must operate from food-business-zoned premises with proper kitchen ventilation, separation between food preparation and customer areas, grease trap and waste management infrastructure, and compliant fire egress. Not all commercial spaces are zoned for food preparation — premises selection is critical and we run the feasibility check before lease commitment.

Can a single license cover multiple restaurant locations?
