Description

Dubai Knowledge Park (DKP) is TECOM Group's free zone community for people-development businesses: corporate training, HR consultancy, recruitment and executive search, coaching, language and e-learning providers, and assessment and testing centres. It sits in Al Sufouh next to Dubai Internet City and is licensed under the Dubai Development Authority, with services through TECOM's axs platform. Retail, general trading and manufacturing don't belong here.

DKP licenses three types of business: a new Free Zone LLC, a branch of an existing UAE or foreign company, and a freelance permit. If you are a trainer, coach, education advisor or researcher working alone, the Dubai GoFreelance permit is usually the simpler start.

Training is regulated. Dubai's rules on training activity (Executive Council Resolution No. 50 of 2015) apply in free zones too, and KHDA issues training institute permits. DKP allows one employee per 80 sq ft of leased space, and hot-desk clients get one visa per freelancer. DKP itself suggests starting small in a business centre and expanding when demand grows. Once documents and payments are in, DKP says registration usually takes about 7 working days. Then come the establishment card, the Dubai investor visa, employment visas for trainers and staff, and a corporate bank account. DKP companies can also sponsor family members.

A DKP licence covers business within the free zone. Delivering training or HR services to clients on the mainland needs a dual licence or, for eligible activities, Dubai's Free Zone Mainland Operating Permit. If most of your clients are mainland companies, compare with a Dubai mainland professional licence.
